The James L. Bass Legal Scholarship

With an active law career that spanned more than 70 years, James Bass helped secure funds for rural telephone systems to bring modern telephone service to rural areas. He was pivotal in the creation of NTCA – The Rural Broadband Association, where he served as one of the organization’s earliest Presidents. Mr. Bass continued his leadership with service for more than 50 years as legal counsel, guiding NTCA through many challenges and opportunities.

Recognizing Mr. Bass’s impact to the industry and his passion for the legal profession, the NTCA Board established a scholarship for students entering their first year of law school and who have an interest in rural communities. The annual James L. Bass Legal Scholarship will be awarded in Spring 2024 and be at least $5,000.

2023 James L. Bass Legal Scholarship Recipient

FRS is happy to announce that the third recipient of the James L. Bass Legal Scholarship is Zachari Curtis. Zachari plans to attend Harvard Law School.

Zachari of Washington, DC, earned her Bachelor's degree in Cultural Anthropology from Duke University. For over a decade, Zachari has been involved in several advocacy and community-oriented initiatives to build a more equitable food system and support marginalized farmers and food workers. Zachari is eager to begin her law career with a focus on creating policies that support rural communities.

2022 James L. Bass Legal Scholarship Recipient

FRS is happy to announce that the second recipient of the James L. Bass Legal Scholarship is Andriana Johnson. Andriana plans to attend Duke University Law School.

Andriana grew up in Nashville, TN, and earned her Bachelor's and Master's degrees in Medicine, Health, and Society from Vanderbilt University. Since completing grad school in 2020, Andriana has worked as a program manager for the Cultural Contexts of Health Initiative at Vanderbilt University and as an Administrative Fellow with Ascension Saint Thomas Healthcare. Andriana is eager to begin her law career with a focus on helping implement policy reform to help improve outcomes for underserved communities.

2021 James L. Bass Legal Scholarship Recipient

FRS is happy to announce that the first recipient of the James L. Bass Legal Scholarship is Morgan Gray. Morgan will be attending George Washington University Law School. 

Morgan grew up in Oklahoma and Texas and earned her bachelor’s degree in Political Science and Master of Public Service and Administration degree from the George Bush School of Government and Public Service, both from Texas A&M University in College Station, Texas. Since 2018 she has served as a business analyst for Chickasaw Nation telecommunications team and Trace Fiber Networks, LLC, a Chickasaw Nation subsidiary.
 

Who is eligible to apply for the James L. Bass Legal Scholarship?

  • Those who are entering their first year of law school.
  • Those who are a US citizen.

What you need to submit a complete application?

 

  • Create an account on Kaleidoscope, our scholarship hosting platform.
  • Resume
  • Two Letters of Recommendation
  • Essay
    • 1,000 word essay answering the following prompt:

      "Explain the importance of telecom in a rural community, and how quality broadband in rural America can create a more equal playing field for rural communities? How did your ties to a rural community impact your decision to attend law school? How does telecommunications fit into your pursuit of a law degree?"

 

Terms and Conditions

  • All applications will be reviewed, and the recipient will be selected by a qualified selection committee. 
  • The scholarship will be awarded on a one-time basis and will not be renewable. The scholarship cannot be deferred.
  • The award will be paid upon proof of registration.
  • The scholarship will be awarded without regard to race, ethnicity, national origin, religion, gender or disability. 
  • Incomplete applications will not be considered. You will receive notification from FRS after your application has been submitted.
  • The recipient will be notified in May 2024.
  • The awardee will forfeit their scholarship if mandatory paperwork is not received by FRS within 60 days of notification that they have been selected. 
  • The award will be paid directly to the educational institution the student will attend.

The 2024 application is available now. Applications must be submitted by February 16, 2024 to be considered.
