As part of its ongoing campaign to educate the public about the telecommunications industry and raise general awareness about industry-related consumer issues, the Foundation for Rural Service (FRS) produces informational mailers or "bill stuffers" that focus on varying issues facing the telecommunications industry. The mailers are an excellent way to educate your customers on telecom issues in Rural America.

Updated for 2009! FRS has updated the Lifeline/Link Up mailer to reflect the new 2009 income requirements. Every person in America should have equal access to quality, affordable telecommunications service. This, being the primary principle of “Universal Service,” has been the goal of the telecom industry for decades. In order to achieve this goal, carriers now have access to a fund that is generated by contributions from telecommunications providers throughout the United States. Companies may draw upon these funds to support three new programs that grant access to telecom service nationwide.The three programs are: Link Up America (Link Up), the Lifeline Assistance Program (Lifeline) and Toll Limitation Service (TLS). Link Up and Lifeline are part of the fund’s Low-Income Program, and all three services are intended to provide discounts to eligible, low-income consumers to aid in the set-up and maintenance of their telephone service.

The Federal Communications Commission (FCC) issued a ruling in December of 2003 that required all carriers to notify customers about the Do-Not-Call Registry on an annual basis. The Foundation for Rural Service offers NTCA members an insert that can be used to meet this notification requirement. This mailer on telemarketing provides very timely information on how to do away with unwanted telemarketing calls. This mailer provides customers with new information on the national Do Not Call Registry, established recently by the Federal Trade Commission. It gives step-by-step instructions on how to go about saying "goodbye" to unwanted telemarketers.
