The landscape of the telecommunications marketplace is in a constant state of flux. In order for rural independent carriers to gain and maintain a competitive edge in their markets, they must be able to accurately match their product portfolios with consumer demands.  While telecom research firms are predicting an explosion in demand over the next few years for telecom service in the domestic youth market (14-24 year olds), it is plain to see that successful telecom carriers must develop their service offerings accordingly. For this reason, rural carriers could maximize their sales and marketing efforts, if they could accurately gauge the usage patterns and buying trends of this largely untapped market.

It was with this goal in mind that the Foundation for Rural Service (FRS) collaborated with the National Telecommunications Cooperative Association (NTCA) to seek out the data necessary for independent rural telcos to develop more effective product portfolios specifically aimed at those in the youth market.  Both organizations view young people as vital consumers with an critical influence on the high-tech world.  It is the demands of young people that are now driving innovations in telecommunications. 

The first survey was conducted and released in 2002. FRS continues to survey rural youth bi-annually in order to secure the most relevant data.
