The Foundation for Rural Service (FRS), in cooperation with NTCA—The Rural Broadband Association, seeks to sustain and enhance the quality of life in America by advancing an understanding of rural issues.

Who We Are and What We Do
Established as a nonprofit 501(c)(3) by NTCA in 1994, FRS plays a unique role within the telecommunications industry, supporting rural telecom companies, communities and policymakers with educational information, products and opportunities to increase their community development and involvement.
FRS provides a variety of programs, ranging from youth-based initiatives and educational materials to consumer awareness and rural economic development. To fulfill its mission, FRS develops and disseminates information about rural telecom issues and encourages the support of community-based telecom providers and the communities they serve. Rural telecom providers know that their customers are also their neighbors. These telcos not only have direct impact on the local economy, but they are also proactively involved in making their communities better places to live and work.
With every program, FRS calls attention to rural challenges, goals and achievements, and educates the public and lawmakers on exactly why rural America is so unique and worth fighting for. Similarly, FRS is committed to educational achievement in rural communities, recognizing that tomorrow's economic and civic development depends on the involvement and success of today's students.
